tman23: ERBIL — The Iraqi House of Representatives will voice its final stance with regards to the referendum on independence of the Kurdistan Region, with the possibility of a vote of withdrawing confidence from the Iraqi President Fuad Masum.

Over 180 MPs have attended the session to exchange views and finalize 12 subjects on the agenda of the meeting, above all the independence plebiscite in Kurdistan.

 The referendum has already begun across Kurdistan and the disputed areas between Erbil and Baghdad. Iraqi parliament speaker, Salim al-Jobouri, has already assigned the related committees of legal, interior and foreign affairs to finalize the measures against Kurdistan due to its referendum, so that they are finalized in the session.

A number of lawmakers have also staged a signature campaign to withdraw confidence from the Kurdish-born Iraqi president, Masum. According to some reports, over 100 MPs have signed to oust Masum and the rest of senior Kurdish officials in Baghdad.

tman23: KIRKUK — As the Kurdistan Region is running its independence vote to secede from Iraq, the number of Arabs in Kirkuk province going to the polls is said to be “very high”. Sakar Kerkuki, an observer at one of the polls in Kirkuk, told BasNews that 3,873 people are listed to vote in their station, nearly 2,700 of whom have already casted their votes.

She pointed out that the majority of the voters in Amal Shaabi polling station are Arabs and their participation is huge. The polls are said to remain open until 18:00 local time (+3 GMT) if the electoral committee does not extend that.

Beachrider:   payray, I don't see how you are excited about this being a recipe for RV because if the Kurds break away from Iraq and Iraq has included revenue in their budget that comes from the sale of Kurds oil and they don't get that revenue it blows that budget completely out of proportion and the game changes completely. This makes a huge impact on the future of this investment IMHO as everyone says.

Here we are on the cusp of this occurring with the IMF giving Iraq the thumbs up, and in fact virtually the whole world praising Iraq with all of the success they have been able to achieve during these past few months...

I realize it is easy to forget what has been accomplished with this Kurdish situation going on... This will be accomplished... Watch!... So much we are not privy too, and this confusing news is purposely done... As Shabibi all but declared it would be when ask about what to look for before value is added to the Iraqi currency...

Beachrider:    payray,  I do remember what Shabibi said but don't you think this is taking it a bit far with confusion and misleading information. All of this to make people run from their investment?

Kinda hard to swallow. They are taking a huge risk with the multiple corporations that have moved into and invested in Iraq's future; whats to stop them from pulling out of Iraq all together and giving them the middle finger in the process. That will definitely be a failed state in a very big way not only for them but for the planet, this is big folks, very big.

Payray:  beachrider,  How much of this information is truly accurate?... The rebuilding process continues, and despite the threat of "referendum" by the Kurd's, there have been contracts signed, and agreements made between Iraq, and foreign corporations... They do not seem to be shaken by the events... So why should we be?... :)

Beachrider:    I'm sure these corporations are waiting to see how this plays out too. I know if it was my company I would be very nervous with this region's history. No one seems to like anyone there.

Payray:   beachrider,  This referendum situation has been going on for a while.... ISIS was still firmly entrenched within Iraq at the beginning of the year, and yet malls were being built, cities being created ect. ect... We must watch what they are doing as they continue to prepare, via foreign investment, for this monetary reform to be completed with the dinar's value increased... The plan continues despite the continued deflection of this with the Kurd situation, and of course the ISIS crisis these past few years...

4 - Report of the work of the Committee of Experts to select the members of the Independent High Electoral Commission.

5. Voting on the candidates of the investigative committee for the kidnapped.

7. Vote on the proposed law of the second amendment to the law of the Independent High Electoral Commission No. 11 of 2007.

MrsClassy:   The General Secretariat of the Council of Ministers is discussing with the relevant bodies the mechanisms for implementing the Cabinet Resolution 281 of 2017

The Internal Audit and Audit Department of the General Secretariat of the Council of Ministers held a meeting with representatives of the World Bank in the presence of representatives of the Ministries of Finance and Planning / Central Statistical Organization and a representative of the General Pension Authority to discuss the project of electronic reform and settlement of salaries through a unified database to ease the procedures and challenges facing this project. And reform of the law on retirees.

During the meeting, a number of topics were discussed. The most important of these were the cooperation between the ministries to implement the mechanisms of the Council of Ministers' Resolution 281 of 2017 and to work on settling the salaries electronically and providing protection to it from the security point of view, and the representative of the Ministry of Planning that the ministries and ministries can access the electronic platform to know the law of salaries, everybody.

The Council of Ministers had decided earlier in the Ministry of Planning in coordination with the Ministry of Finance and the Central Bank of Iraq and the Secretariat of the Council of Ministers to complete the issuance of a unified number of employees in all government departments depends mainly on the databases of government agencies, especially lists of salaries by the first of October For the second year of 2017.

And the Ministry of Electricity and Planning and the Secretariat General of the Council of Ministers to implement what was said starting in October of the current year 2017.

1. There will not be a shotgun start for a host of reasons, primarily due to the PPP structure which needs a week to generate new asset backed dollars for compliant counties that have converted over to new gold backed currency.

2. That trading started tonight Sept. 24 in Asia.

3. We were heading into the last week of the US fiscal year 2017.

4. The new US fiscal year 2018 actually begins on Sun. Sept. 30, 2017 exactly one week from today to certify tranche release for big projects.

5. The Cabal made a mess of the Money supply using a PPP structure - which at its core was humanitarian in origin and designed to rebuild / protect the earth and its many species after the mass destruction caused by WW1 & WW2. This resulted in the 1944 Breton Woods Conference Financial System (old) now replaced and called the 2015 Hercules Quantum System (new). Both systems were initially asset backed.

6. We're told our currencies will be part of those initial trades. We were actively participating like sovereign members of financial society by redeeming and trading asset backed currencies (without our conscious knowledge, until right now).

7. This was how and why everyone was eligible for sovereign rates because we were classified by our gold backed asset holdings as sovereign citizens (T1) in US fiscal year 2017.

8. The public exchange would be a regular (T4) banking activity per usual expect in US fiscal year 2018.

Payray    Dr. Haider al - Abadi Speech.....Great speech...there is every reason to be positive... The negative news is to be expected... In the end, the success of what has been a lengthy wait for a great many will be rewarded.

Remember the news of the past month, and how they have spoken of accomplishing this goal of adding value to the dinar.

The Kurds know the deal, and this will look as though that it was their pressure of utilizing the threat of the referendum that will have gotten them what they wanted.

PM Abadi's speech is one of unity, and justice for all Iraqi's... It would NOT bode well for the Kurd's if they went ahead with this referendum... Both economically, and as it concerns peace.

I believe that Barzani's countrymen want peace, and for this union to succeed...  Amidst all of this chaos, and confusion, the plan that has been worked on for so many years, and just waiting for the time to implement, will come to pass.

The House of Representatives, Monday, its regular to Wednesday, while decided to oblige the Commander-in-Chief of the Armed Forces Haider Abadi to redeploy the federal military forces in all disputed areas.

The source said in an interview that "the Speaker of the House of Representatives Salim al-Jubouri, the lifting of the ordinary session of the 22 of the current legislative session held today, to Wednesday," adding that "Prime Minister Haider Abadi will attend the meeting"

The source, who asked not to be named, that "the parliament decided to oblige the commander-in-chief of the armed forces to redeploy the federal military forces in all the disputed areas, including Kirkuk, where the forces were present before 10/6/2014."

The source added that "the parliament decided to implement the decision to dismiss the governor of Kirkuk Necmettin Karim," adding that "the Council voted in its session to take the third round examination and improve the rate and the decision came in coordination with the Minister of Education."

The source said that "the parliament formed a committee of representatives of the committees of foreign relations and oil and gas, security, defense, regions and legal, for a decision of the House of Representatives on the referendum."

The House of Representatives held on Monday, its 22, headed by Salim al-Jubouri 167 deputies in the absence of Kurds, while a parliamentary source said the session will vote on the wording of a resolution on the subject of the third round and improve the rate, and complete the vote on the draft amendment of the third law of the provinces   link

Samson:  Tax Reform Can Boost US Economy

The American electorate is more than ready for Washington officials to enact policies that will spur greater economic growth and modernize a convoluted tax code last revamped in 1986.

Changing the code to put the US on equal footing with global competitors by reducing the corporate tax rate from 35% is the best and most immediate way to do so, Yahoo reported.

An overhaul would also help in bringing overseas money back home, generating lasting certainty and creating parity among all sectors of the economy–energy, telecommunications, manufacturing and the transportation sector.

As Congressman Kevin Brady of Texas, the lead tax writer in the US House of Representatives, has said, the current code is no longer defensible.

BGG: Article:  "Barzani: The time has come to demand the postponement of the referendum will not take my people"  Quote:  "The president of the Kurdistan region, Massoud Barzani, said the claims and calls to postpone the referendum on independence “is over."   The title is a little deceiving. However, it also points out Barzani clearly intends to “negotiate” with Baghdad afterwards. The whole thing has the feel of a “squeeze play”.  Barzani may well know he has no chance of a true independence play. On the other hand, while this is an “extra-Constitutional” vote, Abadi and the GOI ignore their Constitution when it suits them as well.

PAYRAY: Article:  "Foreign Minister: Qatar is ready to support Iraq to regain its regional and international role"  [With so many countries cheering for them and supporting them we know that our investment will eventually pay some dividends...so many countries have not given up hope on Iraq.  IT WILL HAPPEN!  Thats right!... It has been set up to succeed... By those who truly control what goes on within governments... The nations are just mere pawns... Whether all of this bombing is going on on the Kurdish border is actually occurring remains to be seen... Frankly, I am skeptical... All of this confusing news is normally used as a diversionary tactic before something good occurs...

The Central Commission for Protests in Iraq warned the Iraqi parties and political blocs against “stalling and twisting styles” in election of the independent elections Commission, calling for a massive demonstration tomorrow, Monday, in all Iraqi provinces.
The Protests Commission rejected the voting of the Iraqi parliament to extend the period of the Elections Commission for one month.

In a statement, it pointed that it was “patient” due to war situation in the country and giving time to demote the present Election Commission with more appropriate and nationalistic one.

Yesterday, Saturday, was the last day of the period of the Elections Commission.
According to the statement, the aim of the demonstration is the rejection of the extension of the Elections Commission and voting for a new one not affiliate to any bloc or party.

Samson:  30 terrorists to be executed tomorrow

Iraqi Justice Ministry announced that execution verdicts shall be implemented tomorrow against 30 terrorists in Nassiriya prison, south of the country.

The execution will be implemented according to the endorsement of the verdicts by the President of Iraq Fouad Ma’soum.

The decision was taken following massive demonstrations to implement the verdicts following the terrorist attacks in Nassiriya province that led to more than 150 casualties.

The World Bank's Mashreq Regional Director, Saroj Kumar Jah, called on the Iraqi government to create jobs to restore confidence with its citizens.  "Restoring trust between the Iraqi state and its citizens is highly dependent on the government demonstrating its ability to provide security, jobs and economic growth for all Iraqis, especially the poor and vulnerable, and the millions of internally displaced people affected by the war and their host communities," the World Bank said in a statement.

"The World Bank Group will seek to support the Iraqi government in designing and implementing response mechanisms based on rigorous economic analysis, mobilizing best practices in recovery and planning for reconstruction, and benefiting from sustainable international support," the statement said.

"Despite the massive devastation caused by the recent conflict, Iraq now has a unique opportunity to re-establish itself after the restoration of Mosul," the statement quoted the World Bank's Mashreq Regional Director, Saruj Kumar Jah, as saying. There is a lot to do. It is imperative for Iraqis to persevere and move forward in order to secure a better future for all. Through this strategic partnership framework, the World Bank Group is ready to support Iraq in its long journey towards long-term reconstruction and development that benefits everyone.

New York (VNA) – Officials of many countries and international  organisations have affirmed they consider Vietnam an important partner in Southeast Asia and Asia-the Pacific during bilateral meetings with Vietnam’s Deputy Prime Minister and Foreign Minister Pham Binh Minh in New York on September 22.

On the sidelines of the ongoing 72nd session of the  UN General Assembly in the US, Deputy PM Pham Binh Minh received US Under Secretary for Political Affairs at the US Department of State Thomas Shannon, during which the two sides exchanged measures to realise the outcomes of Prime Minister Nguyen Xuan Phuc’s visit to the US.

Minh hailed the US’s decision to open its market for Vietnamese star apples,
stressing that the two nations needs to step up collaboration in the fields of
mutual interests at bilateral, regional, and global levels, for the sake of
their peoples as well as for peace, stability and development in the region and
around the world. 


Shannon suggested the two sides build on the positive developments in the Vietnam-US relations in recent years to promote dialogue and mutual visits,
especially the upcoming visit to Vietnam by President Donald Trump in November
2017, and to enhance result-oriented cooperation in trade, investment,
science-technology, security-defence, humanitarian activities, as well as in regional
and global matters.

Deputy PM Minh also had meetings with the Prime Minister of Macedonia,
the Deputy Prime Minister and Foreign Minister of Bulgaria, foreign ministers of
Albania, Saudi Arabia, Hungary, and Morocco, the Executive Chairman of the
World Economic Forum and the Secretary General of the Permanent Court of
Arbitration.

Minh called on the countries to increase the exchange of high-level
delegation visits with Vietnam and beef up bilateral cooperation in economics,
trade, investment, culture, science-technology, and education, in addition to
providing mutual support at multilateral forums.

He stressed that Vietnam is willing to serve as a bridge to link the countries
and partners in Southeast Asia.

Also on September 22, Deputy PM Minh co-chaired a meeting
between foreign ministers of the Association of Southeast Asian Nations (ASEAN)
and the Pacific Alliance (PA).

Speaking on behalf of ASEAN foreign ministers, Minh said the
geographical distance could not stop the cooperative relations and friendship
between the two organisations.

He highlighted the available strengths of the two regions and suggested they
focus cooperation on economics, trade, investment, education, people-to-people
exchanges, science-technology, and sustainable development.

Colombia’s Minister of Foreign Affairs María Ángela Holguín, who co-chaired the
meeting with Minh, said ASEAN and PA share a lot of similarities in their approaches
to regional and international situation, especially in promoting economic
integration, free trade and equality as well as boosting the development of
businesses, particularly small-and medium-sized enterprises (SMEs).

At the end of the meeting, the foreign ministers adopted the ASEAN-PA Work Plan
for 2017-2018.

The Vietnamese delegation also attended other sidelines events of the 72nd session
of the UN General Assembly such as the informal foreign ministerial-level
meeting of the Conference on Interaction and Confidence-Building Measures in
Asia (CICA), a ministerial meeting of the Non-Alignment Movement, and a ministerial
meeting of G77 Group, among others.

Vietnam also joined the launching ceremony of the initiative “Partnering for
Green Growth” (P4G) inspired by Denmark to promote multinational cooperation in
energy and water, ecosystem, land, food, and sustainable urban development.
Vietnam is a partner in the initiative.
